(I managed to do it in one stroke. But I don't think they're actually likely to remove all spending on the military. Nor do I really think it's a good idea to do so.

100% Iraq war (Afghanistan, yes. Iraq, why?)
10% general government administration
50% corporate tax breaks
70% itemized deductions
and increases in spending of:
50% general science, space, and technology
100% community and regional development
$6.1 US billion surplus can be attained with keeping corporate tax breaks and dropping military spending by 50% instead. I like this, but I'm not an economist... Who knows how it'd really work out? The biggest downside I can see is that Canada will surely invade.
