Such a beautiful idea. Kind of early, but... there was a Santa's Village in Scotts Valley, in California. It was functioning all year round. Eventually replaced by Borland's campus.

There’s a permanent christmas shop on Pier 39 in San Fransisco, which was always very bizarre on our summer visits when I was a child. Sun, ocean, sea lions, and then decorations and snow globes and what-all else.
