1) Open bag
2) Put everything in bag
3) If it all fits, close bag. 
4) If not, take it all out and stare at it balefully until you think it will go back in.
5) go to (2).

Sounds about right to me. But you left out the part where you attempt to carry three pairs of shoes by hand because you never planned to put them in the bag in the first place but didn't come up with an alternate storage plan.
