As long as being disabled is considered a stigma we’ll keep coming up with new words for it. Within a few years “differently abled” will be offensive to some of those it tries to describe (or others who have heard the term used to differentiate someone they empathise with unfavourably) and we’ll start again in using some other phrase for the same phenomenon, which is why political correctness annoys the Hell out of me, because it recycles syntax in a bid to avoid the actual problem: perception of the semantics.
