I'm actually dreading them doing something similar in Germany. Because getting 10 owners to agree on building works is REALLY REALLY hard, and the bureaucracy for grants will be epic. I'm not a landlord though (just my BF lives there). But still, it's one reason I'm thinking of selling the apartment this year. So is my bfs sister's man (who rents out his apartment he had before they got a house together). It's ordinary small scale landlords who might suffer.

But housing should be properly insulated to keep bills and pollution down, I agree.

Germany is banning new gas boilers. So how, when this one fails, do I heat a small, center of building apartment with no balcony? Without it costing an insane fortune in electricity? Again, a whole building solution is fraught with people issues (like even if it gets installed, how to cope with retaining the ability to use less because frugal plus don't like it too warm?)
