What I still don't understand is that as I'm not required to present my GRC to anyone nor are they permitted to ask if I possess one and my BC states 'girl' (it's an old fashioned one) how do these people suppose I can be excluded in this way?

This was never going to get past the judges as the law is about as clear as law can be!

The bit about cyclists is amusing, because in my experience, concern for the common good in no way precludes notably antisocial behaviour. Cyclists in this part of the world(especially Westerners and recreational cyclists) are notorious for open flouting of traffic rules and aggressive behaviour when called on it. I say this as someone who has been more than once both insulted and almost run over while crossing the road by cyclists ignoring red lights, under the apparent impression that local law does not apply to them.

I don't consider someone virtuous based on their beliefs, only on their behaviour.

Yeah, I get very grumpy about cyclists here who seem to think that they can magically become pedestrians when the traffic lights change.
