It's just one thing in the hopelessly wrong style of another. For amusement value.

Would you be willing to give me a short summary of the article, and let me know whether it discusses third-party ownership as a collateral for large loans? It doesn't. But either that isn't large enough scale to affect the cities they looked at, or it's counterbalanced in those cases by something else.
