That's better!

The bit we're missing is the banking regulations: specifically, transaction monitoring.

Now that there's a beneficial owner law, banks can be forbidden to accept transactions to and from a noncomplying entity because that can now be described as failure to perform due diligence in ensuring that you are not participating in a layering or injection transaction for the purposes of laundering the proceeds of crime.
