2) The longer a government remains in office, the greater the chance its first PM will leave office for some other reason. No other post-WW2 government has lasted so briefly as the 1970-74. It had the experience, unique in that period, of coming in at one general election and being booted out at the next. And that explains why it's not surprising that it still had the same PM the whole way through.
