Can the cleaners etc. afford to live in the city as it is now?

Presumably not, but they are "allowed" to spend more than 15 minutes travelling to work.

If the fifteen minute city cannot pay for cleaners to live within it, it fails.

I wonder if the designers of the fifteen minute cities will define it quite that way. If the goal is to have everything available for the inhabitants of the city within fifteen minutes of travel, then there are no such restrictions for people living elsewhere but working in that same city.
Would grocery stores have to procure all of their wares within a fifteen minute radius?

I expect this to be of benefit for the privileged city dweller who can afford it, like usual.
