That's a really weird definition of waste in the Bill Gates article.

I'd go beyond "weird" and say "ignorant". Gates understands (and the authors apparently don't) that what he's doing is a philanthropic version of classic venture capital: fund a bunch of projects, see which ones actually work, and then really pour funding into the successes. And it's probably a great "investment": if it speeds the time-to-vaccine by even a month (which it very well might), that's *huge* both in humanitarian and economic terms...
