Worth noting that this was another one that didn't fly and almost certainly was never going to. Later the same day they did indeed make the statutory instrument as required: The European Union (Withdrawal) Act 2018 (Exit Day) (Amendment) (No. 3) Regulations 2019 amended Exit Day appropriately in law. Interesting that it was the most junior person who could legally do it (the Parliamentary Under-Secretary of State in the Department for Exiting the European Union) that they got to sign it.
