I had read this as "modify the game implementation so that the AI running the computer-controlled opponents is superhumanly good" (perhaps another game class falling to the onward march of AlphaZero), but it turns out to mean "modify the game rules so that there is a tech-tree node labelled 'superintelligent AI'".
