The mowers [...] are pin-protected and fitted with alarms and technology to disable - should they be targeted by thieves.

Yeah, I can imagine this turning out to be insufficient deterrent. I hope I'm wrong.

How does it know when it's being stolen, or indeed moved outside of the park?

And as for technology to disable - what about mere vandalism?

What about kids just wanting to ride on one as it goes round the park?

I can see so many ways to screw with these...

I think it will have very good GPS. It will probably need that anyway for the environmental data gathering.

Load measurement on suspension should tell you if someone is riding on it.

I suspect that monitoring them will still be less manpower than having someone mowing the lawns.

Yeah, and probably a lot fewer accidents. Mowing is relatively hazardous, because you have movement and rotating blades (that throw up chippings and stuff from time to time) in close proximity to the operator. Oh, and the other ghastly hazard of mowing in public places is throwing up dogshit. If you don't have to have a person standing behind it or riding on it, so much the better.
