The council statement that's up now (updated 14:19 - 15 June 2012) seems like it was written by a thinking human being, actually.

He seems to have missed a marvelous opportunity to speak about censorship. Nothing would get people's blood fizzing like starting with "I believe that all men and women were created equal," and then explaining that the school has recently started deciding which parts of state law children are allowed to know, and which should be kept secret from them...

It looks like the speeches are vetted in advance, so they'd probably veto that too.

Yeah, I suppose it actually wouldn't work (I meant to include a smilie and forgot). Although now I'm thinking of legally changing his name to "I was going to give a speach about censorship but my school told me the first ammendment didn't apply to me, even though I don't have any choice but to go to school" :)
