I've never come across a "libertarian" who thinks that the ideal level of government is nil, and I a speak as a libertarian*. We're generally people who believe that the ideal level of government is substantially less than it is now in most countries, but that there are some things governments do better than anything else - like defence, law and order and enforcing property rights.
On the other hand, I do occasionally come across socialists and communists who believe that the ideal level of government is close to 100%.
* Well, actually I would prefer the term "liberal", but that has unfortunate connotations, especially across the Atlantic.
I suspect that every school of political thought has its nutty fringes. There are so few libertarians compared to statists though that our nutty fringe is essentially invisible.
