I was at the airport the other day, and passed the time waiting for baggage to appear on the carousel by reading the fine print, exceptions and inclusions for the list of EU countries posted there. The question "Have you just flown from within the EU?" is not only less straightforward at the edges than I thought (microstates, dependencies and extra-territorial enclaves FTW), it varies depending on the purpose for which you are being asked.
