This morning on R4 a govt spokesman mentioned casually that the cheapest way to have these referendum would be when people were voting for councillors anyway.
But that makes no sense! You vote for councillors every four years (or is it five), whereas council tax is set every year.
The current system is simple - people tell you their plans, you vote them in, they carry them out, if you don't like the results you vote them out again. Voting people in because you like their plans, and then tying their hands so they can't actually carry them out is just dumb!
