My impression is that car commuting is especially unhealthy-- stressful and exposed to pollution. It's possible that it should be given a special count beyond just sitting.

Yup. You've read Freakonomics, right ;-)
(not sure on their arguments, there's still a massive ongoing debate, but I'm on the side of the legislation passed by Steel and Jenkins just because)
