Photo organisation recommendation needed

My Dad currently has 6Gig of photos, catalogued using Adobe Photoshop Elements.

Is this the best thing to do it with? It seems a shame that the tags are held separately to the file - is there a better program for tagging them that wouldn't leave him stuck with a proprietary tool?
