There's a fascinating discussion here of the fact that New Orleans had no kind of organised evacuation of people who couldn't afford to evacuate themselves.  Scary stuff.

In my limited experience with New Orleans (3-day weekend == not a sober observant), New Orleaners (rich and poor) tend to be unfriendly once you run out of money. Considering it's one of the more poverty-stricken cities in the USA, I'm not surprised that the poor there suffered while those with the money took care of themselves.
