It's not just southern America; you could have set that in Texas, Mississippi, Vermont, Iowa...

Education is A solution, but you're talking about something that will take generations to make an effect. Short term, there's not a hell of a lot that will work...

Education is a problem in any poor section of the US, not just the hick areas of the South. You can see the same things in N/NE Portland, N. Omaha, East St. Louis, Compton, etc. In some cases it's a cycle of stupidity disguised as "culture" (inner city ghettos, for example), and in some, it's a realization that the educated tend to leave the rural for the urban. That will kill a town that has no interest in transforming itself when its major industry is done cheaper overseas or by corporate entities.

I really hope that the rest of the world knows that not all Americans feel that way. And, well... Although it is highly sensationalized, there is a lot of truth in the latest movie from Michael Moore--much of it is what I've been telling people all along--and at least some Americans are finally beginning to wake up and smell the bullshit.
