I'll need to have a read of the full paper rather than the article, but it feels like fairly standard right wing rhetoric calling for deregulation and privatisation so rich people can turn more profit. I note that Samuel Hughes is part of the Centre for Policy Studies, a centre right think tank.

I've seen people challenging the paper with the issue is more a lack of investment issues. However, since we privatised everything and it was bought it by oversees companies so we now have very little sovereign wealth to invest in new infrastructure.

We have definitely set up the incentives wrong for both housing and electricity.
There are things that should be done differently in all sorts of ways, but the complete lack of building and the setup for electricity have just been terrible in this country decades.
