The bus station thing is weird. Can’t the council deny any planning application for a change of use?

As Andrew says, there's a risk of tricky and expensive law suit.

The council can withhold planning consent for the redevelopment of the bus station in to other uses but it has to use those powers "reasonably" or else risk a judicial review of the decision.

The council probably have a conflict of interest. They are both the authority who determines planning permission and the lessee of the building with a commercial interest in bus operations in and out of Edinburgh.

I think the owner of building could argue that any refusal of planning permission was not made because of reasonable objections to the use of the building or land but in order to improve the council, or the council's arms-length bus company's, negotiating position.

You could argue it either way but it would be expensive and disruptive.

A sale for fair market value with flexible planning rather than market value without any planning constraints might be a fair way forward.

I feel like that comment on the Cass report is somewhat disingenuous. It seems fairly obvious to me that 'children presenting with gender incongruence' is not the same as trans kids, and I don't se any reason to assume that Cass is equating the two.

I agree.

Since the numbers of A have increased massively (and IIUC the (previously assigned) gender balance has also changed - lots more AFAB) it is particularly important not to assume A = B.

Cass says (from memory,based on summaries):
A should be not have to wait and should
be assessed
and given whatever help is appropriate,
including to see whether they are B,
though for younger children waiting *may* make this more obvious.
B do benefit from blockers
and should get them much earlier, when they can do more good,
but we do need more science.

*If* we give *younger* children blockers *and other support and help*
we will need to confirm whether they wish for the same interventions in the same proportions as the smaller number of older children who have pushed hardest for what little has previously been offered.

Now the chances of the premise happening are small (at least under this government), so Cass's scenario may well not be realistic ...
