The licencing system permits and protects the act of releasing funds for humanitarian aid and other essential purposes.
But...
Non-complying governments, who facilitate money-laundering and sanctions-busting, are not considered competent to license the release of funds.
Brexitstan is getting closer and closer to being declared non-compliant, and any link between this sanctioned bot-farmer and (say) the social media manipulation that facilitated UKIP and - perhaps - elements of the Conservative Party, is yet another step towards Britain getting caught-up in the sanctions that our government is wilfully refusing to implement.
The EU and the US will eventually act against the UK.
