You've reminded me to take a look at the Autonomous Vehicle Innovation Centre out in the western industrial parks of Ottawa, as organized by Carleton University and Blackberry QNX in partnership with the federal government here. It was launched back in 2016, and the facility is still up and running to judge by their website.
