Great find! I've been trying to warn people lately about this exact issue, and they've been worryingly dismissive of the danger. This might just help.

As a point of comparison, I currently live in Austria and here the equivalent laws were debated in parliament and passed unanimously. It is absolutely not necessary to behave as if the democratic process would somehow inhibit an effective response to the virus (and Austria's response in general has been far more thoroughgoing, detail-oriented and effective than the UK's).
