Yes, I've seen the report itself. I've seen two or three interpretations of it, as well. It's a scary prospect to consider, the idea that we need up to two or three years of planetwide "hibernation" as the only effective countermeasure. Mental health consequences will be...considerable, whether it's accurate or not.

I do not at all like the Government's land grab for powers, rather than using the powers available to them via the Civil Contingencies Act. Which has far stronger checks on it than what's proposed in the new legislation. I hope the Lords very pointedly chucks this back to the Commons with a sarcastic note saying "Use the existing Act, you sneaky bastards".
