No. So the article is right, and kudos to the author for using Warren Meers as a fictional demonstration of what the attitude is like. Mine, on seeing the announcement, was to remember the disappointment when they didn't choose a female Doctor last time, and to say, "About time."
I'd have thought that if the age of consent is 16, then if you're under 16, then by definition you can't consent. But apparently not.
