Date: 2012-08-24 02:03 am (UTC)When I was sort of involved in local planning stuff and went to some consultations there was talk about how to fit the Govts target for new homes built in the area actually into somewhere, the problem being that Halifax was full, much of the Valley is green belt/protected, leaving just the area around Brighouse free to hit the (now dumped) targets.
But a big part of the problem was "the area around Todmorden", which actually has its own unique designation in the planning regs because you basically can't do anything there due to various green belt/protected/SSI things.
Re country vs state, a State is a State is a State. Wales is a country but not a State, it's States that are recognised in international law, etc. So if you're going for a legally binding referendum question, you basically need to use the word State or have some weirdness in the enabling legislation.
