Although those superficially look like reception antenna, they're actually projectors -- though whether of Death Rays or Mind-Control Rays (to be bounced off the Heavyside Layer) is unclear, as is their target.

Spotted this one in Yokosuka in 2007 when I was in Japan. The USNS Observation Island is used for tracking missiles, usually friendly tests of SSBN launches in the Pacific ranges but it can monitor other guys missiles -- there was a bit of a flap on about North Korean missile launches at the time.
