Unduly based? That suggests there's a non-zero due weighting. And this is from someone who's resigned. Sad that these days there's no need for even lip service to the idea that bodies like the ACMD should give advice entirely independent of media and political pressure.
As a very VERY geeky Dr. Who fan I dredged through nmy shattered memories to find the memory tapes of the original broadcast of that plot *mumble mumble* years ago and can confidently say that I am even more confused. But it sort of makes sense. Now about that bit about The Weeping Angels in "Blink" in fact being Time Lords put into exile...
