I think the structural (networks screw things up) and statistical (less SF made, fewer good shows) arguments are true. However, I suspect there's also a sort of ignorance-driven cargo cult mentality amongst those creating the shows (http://zornhau.livejournal.com/tag/genre%20tv%20fail)
