That's an amazing article. Another way to look at that scheme is that the punitive system, because of it's formal inflexibility, had turned into a dialogue, with all the nuances, projections, and possibilities for crossed wires that that implies. The scheme comes up with a saner system which is *not* a dialogue but then has a real dialogue about it. Genius.

It's fairly standard child developmental psychology (or animal training) - you set firm boundaries, you back them up with the lowest possible punishment that works, and then you stick to them solidly. Any kind of variance teaches people that sometimes they can get away with things, which encourages them to push the boundaries.
