Why are councils so utterly crap at implementing the Equal Pay Act?

Because it costs them an utter fortune. Some of these things are backdated to cost hundreds of millions of pounds.

Yes, in part because of their crapness in implementing it.

Absolu8tely. But it dates back to the point where nobody would have considered comparing different jobs just because men and women tended to do A rather than B.

And councils have massive resistance to change.

Hopefully this kind of thing will get carried through and pay brackets will actually be equalised.
