While the Circles thing is an incredible idea and I support it wholeheartedly, as someone with a background in forensic psychology I bristle a great deal at the rather categorical statement "Not a single one has re-offended". Especially not two paragraphs before the statement "It is not an exaggeration to conclude that child abuse is at epidemic levels, most of it going undetected and unconvicted."

There's no test for recidivism and children don't have exploding fluorescent dye packs in them. Sure you can say "not a single one has been caught re-offending" but without flawless 24 hour supervision that's about as definitive as one can get for this sort of thing.
