I'm not absolutely certain, but I think that the Scottish government will be subsidising peak fares. The article definitely suggests that they did for the pilot.

I note that the article mentions that road travel doesn't cost more at peak times ! Cue discussion of congestion charging ?

They run the train company, so I don't know who they'd pay the subsidy to! Unless they're passing money from one hand to another, to keep book-keeping straight.

(It's quite-possibly not revenue-neutral, but hopefully making it permanent will encourage people to use the train more, and make it so in the long-run.)
