It is absolutely clear, from his actions, that Musk believes that he is not.
But, right now, it seems that those employees will get their statutory redundancy and severance.
The rule of law applying to Billionaires is not a thing that we should take for granted. There are countries - and, I think, parts of the USA - where it does not, no matter what you are told. And the law, itself, can be bought: not just by corrupting the legal apparatus into not applying laws, the legislature itself can be bought and the laws become ruled by the billionaire.

I guess I should put in a sentence praising them as 'Wealth Creators' while I'm at it, just to be on the safe side.
