Anyway, I saw a bunch of people dunking on this article on Twitter today, so I'll merely say regarding "there will be no levelling up" that it's arguably not as teleological as OP says. And, regardless, in Scotland we're lucky enough to have both Edinburgh (the political capital) and Glasgow (the economic capital).
But, regarding England, a bold proposal is to make Birmingham (or maybe Manchester) the political capital, while keeping London the financial and cultural capital. (This also addresses the problem of "how do we fix Parliament, which is full of asbestos, leaking, and tends to catch fire"?)
