Yes, this. It is not "not knowing how" (or anything else that can be framed as a failure of these women), it is about the risk of retribution. And like coming out, you only find out if it is safe, after you (or someone you know) takes the risk.

I initially read the first headline as "British persons are inhumane and do not prevent crime", and it wasn't until the final five words made me think "I say, that sounds a bit heavy-handed!" that it occurred to me I might have mis-read.
