While disappointing, I can't say I'm *entirely* dismayed -- I find the 2030 date implausible for most Western economies, and I don't much care for inspirational but unlikely claims. I'd rather see a truly concrete, detailed and *likely* plan for 2050, with specifics of how to get there.

Also, as the Economist has been pointing out lately, the claims of "net zero" are tending to be so much smoke and mirrors from rich countries. They tend to refer only to what is generated in the country itself, *not* the CO2 generated by the countries that stuff actually comes from. A *serious* plan needs to take that into account. (And in practice, the only plans that really qualify as plausible are far-reaching carbon taxes, both on local generation and imported goods, with backing from international treaties. That's what I really want to see Western governments getting behind...)
