If all foreign national living in the UK have the right to vote, doesn't that in practice make them UK citizens.

I'm not aware of any other meaningful differences between residents and citizens that make a difference to most people. (Most people not intending to stand for election to Parliament etc.)

I don't think there is a nationality requirement for serving in the UK armed forces. See Ghurkas and the many Republic of Ireland men who signed up during the second world war.

Senior civil service - yeah you might run in to problems if you are working in a sensitve area and handling "eyes only" stuff. Again, I don't think there is a nationality bar.
