Amen. Many people use the word "justice" to mean the opposite of mercy. No, justice is the balance point between punishment and mercy.

Less likely to kill and maim people further away from the point of impact because that is what it is designed to do? A cheaper standard Hellfire missile has a larger lethal radius. Western forces have used guided bombs with no explosive warhead because they want to minimise untargeted (a better word than unintended I think, because you will sometimes mis-identify targets) casualties.
The downside of this approach (and similar-concept 'precision' operations in general) is that countries are more likely to interfere, and for longer. If you actually have to put significant numbers of grunts on the ground the political cost is much more than with smaller numbers of boots plus a bunch of tech.
