Oh gosh, on the one hand, yes, pollution particularly bad for babies, that makes sense. On the other hand, I don't understand why the articles is emphasising 'prams'. Did they previously contrast that to babies carried in a sling and then remove that bit? Or do they mean "all babies near roads" but changed "near roads" to "in prams" to avoid sounding like roads bore any responsibility for the situation? Or did I miss something else?

I guess their plan became effectively "become monopoly, exploit it", which if anything is helped by losing money (up till the point your investors pull out). It sounds like they *are* losing ground though, which does suggest a sudden collapse coming; if they need more investment to plug the gap, that will only come if investors see a success ahead.
