I don't know about where your housing crisis article is focussing, but in the US we have roughly six empty houses for every homeless person in the country. Obviously there are Very Big Reasons for this to be the case, but, around here, building yet more housing is probably not the right solution. Subsidized rent/low income housing might be.

I need to do some research on this. I know the stat is roughly accurate but know little about the distribution. However, with that said, my guess is that 60% of it is, as you say, housing where it's not needed. (With that said, there are a lot of homeless people in Detroit, and a lot of empty houses. THat's purely a matter of money.) But a significant part of that is people who own multiple houses, either as vacation/seasonal homes, or as investments that are empty either because they're being flipped or because there isn't currently a tenant in them.
