That's a shame about Boggs. Shapinsky's Karma, Boggs' Bills by Laurence Wechsler introduced me to his work.

Sounds like the US kind of hounded him toward death through that confiscation. It's quite clear that he's bartering, not calling his work money, and that's not illegal.
