I just read a novel (Version Control by Dexter Palmer) in which this is part of the background detail: in the US it's used by the sitting president, and there are banks of actors who record thousands of personalised messages each day, that are inserted into people's daily routines through various mechanisms. A minor character is recruited to the team that's preparing for the incoming president, developing a new simulation so that it's ready to instantly deploy after inauguration.
