No because Baltimore PD's raison d'être is (allegedly) to catch and deter perps and keep the public safe. Copying a tv show, however excellent, will not help them do that.
The raison d'être of the British monarchy OTOH is to look good on telly and keep the punters (public and tourists) entertained - so copying GoT is an excellent plan.

Yes, there seemed to be a few oversights in that evil-overlord cost analysis which missed the possibility that it was also expensive the other way or whatever. The one that jumped out at me was #31 ("my realm's tavern wenches will be chosen for their unlikelihood of giving aid or comfort of any kind to the hero"), which listed the cost of paying unemployment benefit to the people who would otherwise have been employed as tavern wenches. But surely it also saves paying unemployment benefit to the same number of other people who now will, so it ought to be cost-neutral!
