Is there austerity, or isn't there?

Last week there was a discussion where
philmophlegm pointed out that spending was up in most government departments, and I replied with links to a couple of places that said that the government had cut spending. You can see said discussion here, complete with links to the relevant articles.
Which view is right? Anyone care to point out the source of the discrepancy?
