On the one hand, there is something stirring about it, with its implied promise of adding stars one by one....

OTOH, we've had an awful lot of division in this country, up to and including accusations that people who hold this or that opinion aren't "real Americans", and I don't know if it's a good idea to be doing anything that implies that.

Actually, me too. I first read it as a nod to the flag of Alaska, which made it awfully confusing. Is there a reason for these particular stars -- in order of the states' joining the Union, or something like that? If not, I'd change them up a wee bit....

In that case, it reinforces the similarity to the state flag of Indiana, on which there are nineteen stars, for Indiana's position as the nineteenth state to join the union, and with the placement of stars above and below the head of the central torch of liberty representing, respectively, the free and slave states.

To paraphrase Arthur C. Clarke: one by one, with a great deal of fuss, the stars are coming alight.
